Hartley is a software executive with a proven ability to lead a technology company through multiple growth phases. He is currently President and COO of Microblink, an AI company that develops computer vision software. He was the President of B-Line Medical, a medical simulation company, until it was acquired by Laerdal Medical in 2019. He is the founder and President of the Thompson Legacy Foundation, a nonprofit corporation with a mission to address the immediate and long-term needs of individuals, particularly vulnerable children, through providing charitable support and relief to communities experiencing hardships due to natural disaster, economic, public health, or societal crises around the world; and Sun-Sea Enterprises, an investment firm that actively assists in the growth of early-stage and lower middle market companies in similar industries. He is also COO of Perception Health, a data insight company that uncovers patterns in care teams, care delivery, and care outcomes to create healthier communities at lower total cost.

Hartley is a member and is on the DC/Baltimore Board of the Young President’s Organization (YPO). Hartley holds a BS degree in Management Information Systems from Liberty University.
